A 54 year old North Penn School District physical education teacher and youth coach remains in custody after Montgomery County prosecutors charged him with a wide range of felony sex offenses involving three teenage boys, including one former student. Jason Theodore, of Upper Gwynedd Township and also identified in local reports as living in nearby North Wales, was arrested Friday, September 25, by Upper Gwynedd Township Police. Montgomery County District Attorney Kevin R. Steele and Upper Gwynedd Police Chief David Duffy announced the charges Saturday.
A magisterial district judge denied bail at Theodore’s arraignment the same morning. He is scheduled for a preliminary hearing on October 1 before Magisterial District Judge Suzan G. Leonard. Theodore taught physical education at Montgomery Elementary School, coached wrestling at Pennbrook Middle School, and also coached local hockey.
North Penn Superintendent Todd M. Bauer told families that Theodore’s work with the districtwide IRONKnights Elementary Triathlon and other athletic programs meant his contact with students and parents extended across the district. Prosecutors allege that Theodore used online platforms to find and contact teenage boys, then sexually assaulted them after providing alcohol and marijuana. District Attorney Steele’s office says the alleged conduct occurred between 2019 and 2023 and began when the three reported victims were between 13 and 16 years old.
The investigation started on September 9, 2026, when Upper Gwynedd police received a report from a young adult who said he had been sexually abused for years beginning when he was about 13. That person told investigators he first met a man online and later learned the man was Theodore. Police say they then identified and interviewed two additional alleged victims who also reported meeting Theodore online and later being sexually abused. One of those three, prosecutors say, had previously been Theodore’s student.
Officials allege Theodore initiated online contact only after the boy was no longer in his class. When the two later met in person, the affidavit of probable cause says, the teen immediately recognized Theodore as his former teacher and wrestling coach and concluded Theodore had sought him out after seeing him in an online chat room in 2020, when the teen was 16. Two of the alleged victims told investigators Theodore used the name “John” online.
According to the district attorney’s office, all three said Theodore contacted them through the internet, solicited child sexual abuse material, and provided alcohol and marijuana. Court papers summarized by local reporting give additional detail about how investigators say the contacts unfolded. One alleged victim told police he met Theodore on Snapchat, where Theodore used a false name and portrayed himself as much younger. That person said the alleged abuse began in 2019, when he was 13, and continued into 2022, when he was 17.
The affidavit says Theodore sometimes recorded sexual encounters and, on one occasion, pressured that teen into sexual contact with another teen. A second alleged victim told police he first encountered Theodore in a chat room in 2020 and later messaged him on Snapchat. Prosecutors say the alleged assaults continued after that person became an adult. In a statement included in the affidavit, that person described feeling coerced and groomed and said the encounters left lasting embarrassment and shame.
A third alleged victim was 14 in 2020, according to the affidavit. Investigators say he reported being assaulted three times, usually in Theodore’s vehicle. The affidavit also attributes to Theodore a remark made to one 14 year old alleged victim: “I love how tiny you are.” During a police interview described in the affidavit, Theodore admitted an attraction to “younger males” but denied sexual involvement with anyone underage.
Investigators wrote that he became flushed and hid his face when an officer mentioned the first alleged victim’s name, then said he did not know the person.
The criminal complaint, as detailed by North Penn Now from the Saturday announcement by Steele and Duffy, includes 25 counts of unlawful contact with a minor, 16 counts of creation of child pornography, 15 counts of sexual abuse of a minor, 15 counts of disseminating explicit material to a minor, 15 counts of possession of child pornography, 14 counts of involuntary deviate sexual intercourse with a person less than 16 years of age, 14 counts of statutory sexual assault, one count of disseminating child pornography, and one count of sexual assault.
Misdemeanor charges include multiple counts of indecent assault of a person less than 16 years old and providing alcohol to minors. Other official summaries have described the case more broadly as felony charges of involuntary deviate sexual intercourse, statutory sexual assault, unlawful contact with a minor, and related offenses against three victims. There is no public indication yet that Theodore has hired an attorney. The charges remain allegations.
He has not been convicted. Upper Gwynedd police notified the North Penn School District of the investigation on September 9. Bauer said Theodore was placed on administrative leave immediately after that notification. In letters to staff and families after the Friday arrest, Bauer said law enforcement had told the district there is currently no evidence the alleged acts took place on district property.
The district said it is cooperating with police and has made counselors available at Montgomery Elementary School, Pennbrook Middle School, and North Penn High School. Authorities have not publicly identified additional alleged victims beyond the three named in charging documents, but they have asked others to come forward. The district attorney’s office is urging anyone who believes they or someone they know may have been victimized by Theodore to contact Montgomery County Detectives at 610-278-3368 and ask for Detective Dana Ganard.
The school district has also directed people with information to Upper Gwynedd investigators Sergeant Bob Pro and Detective Dana Hallam. The case remains in the early court stage. Theodore is being held without bail pending the October 1 preliminary hearing
